After graduating rom Presque Isle High School in 1948, he attended the Aroostook School of Commerce, from which he received an associate's degree in accounting in 1950. He then served in the US Army, in Germany, from 1951 to 1953.
Upon returning to Presque Isle, he worked at Maine Public Service, in the stores department, from 1953 to 1955. From 1955 until his retirement in 1986, he worked at the US Post Office, Presque Isle. After a year of retirement, he worked part-time as a mail clerk at Key Bank, Presque Isle, from 1987 to 1995.
Mr. Higgins was a life member of the Veterans of Foreign Wars, Hayward-Frazier Post No. 2599 and the American Legion, Ray Goding Post No. 88, where was a past commander. He was an honorary life member of the Knights of Columbus No. 2524, 34d degree and the Knights of Columbus No. 0363, 4th degree.
He is survived by his wife, two daughters and a son-in-law, a son, a sister, a granddaughter, and several nieces and nephews. In addition to his parents, he was predeceased by two half brothers, James Reginald Higgins and Dana V Higgins, and a half-sister, Pauline Burnett.
