Joseph was a son of Thomas and Elizabeth Bender Burns. He was a graduate of Scranton Technical High School and also a graduate of the University of Scranton with a degree in electrical engineering. He was a U.S. Marine veteran serving during World War II. He married Catherine Crane on January 29, 1949. Prior to his retirement, he was employed as superintendent with the Trane Corporation of Dunmore. He was a 60-year member of the YMCA of Dunmore and a member of St. Catherine of Siena Church in Moscow.
