The son of the late William Mann Horlock, Sr. and Edith Marbut Horlock, he was born in Savannah on October 07, 1946. Mr. Horlock was a member of the United States Air Force, where he was a proud member of the Strategic Air Command, serving as a jet engine mechanic on B-52's during the Vietnam War. Returning home after his military service, he married, moved to Macon and started a business, Middle Georgia Scale. Mr. Horlock was a member of the Jones County Volunteer Fire Department, was the Chair of the Appeals Board of Jones County and was a member of Pitts Chapel United Methodist Church. 1n 1992, the family moved to Atlanta and Bill became the owner of Framin Place, where he continued to use his artistic and mechanical talents.
Bill returned to Macon in 2000, and despite being in a wheelchair from a 1998 motorcycle accident, he helped serve his community by working with the Salvation Army at Christmas, served as a voting booth coordinator, was a member of the Vietnam Vets Middle Georgia Chapter and was an Auxillary Deputy with the Jones County Sheriff's Department.------
