Canadian Military Officer. A native of England, Foulkes joined the Canadian Army in 1926. With the outbreak of World War Two, Major Foulkes was assigned to 3rd Brigade, 1st Canadian Infantry Division until 1940 when he became a staff officer with the 3rd Infantry Division. Promoted to Brigadier General in 1942, he would take command of the 2nd Infantry Division in 1944 and a few months later assumed command of I Canadian Corps until the end of the war. In 1945, Foulkes was appointed Chief of the General Staff of the Canadian Army serving until 1951 when he was appointed Chairman of the Chiefs of Staff Committee, a post he held until his retirement in 1960.
