He worked for more than nine years as an auxiliary deputy before joining the force full-time in March. He had served 30 years in the Navy, a career that ended with his retirement as a master chief. He was a man of impeccable character who possessed a golden heart and was known for the dignity and respect with which he treated both citizens and suspects. A native of Norfolk, he was a retired master chief boiler technician with the U.S. Navy after 30 years and was currently employed in the Traffic Division of the Portsmouth Sheriff's Department as a deputy. He was a member of the Fraternal Order of Police-Gosport Lodge, Blue Knights, the Police Association of Virginia, Bayside Harley Owners Group and the Portsmouth Bowling Association. Survivors include his wife, Barbara R. Fisher; mother, Charlotte Faye Fisher two daughters, Nicole L. Fisher and Cheryl Ann Fisher; a son, Anthony S. Fisher, sister, Sally F. McNamara, two brothers, Herbert L. Fisher, and Robert L. Fisher Jr., three grandchildren, Jonathan, Tiffany and Shane. He was preceded in death by his father, Robert L. Fisher.

Died as a result of injuries he received in a motorcycle accident while on his way to escort a funeral procession. Rest in peace.
