Oscar's parents were Cicero Cincinnatti and Sarah Ann "Dood" (Gant) Biggs. I cannot prove that Oscar was born in Wimberley, but the family was living there just a few months before he was born. He was the sixth of seven sons that are memorialized on the Texas shaped monument in McNeil cemetery in Caldwell Co., Texas.
Oscar's brothers were: Van Winfred "Winter", Ernest Wiseman "Wisie", Miles Monroe "Dink", James Abner, Quintus Dabney "Q.D.", and Basil Blake.
Oscar married Lily Viola "Ola" Moses in Caldwell Co., Texas on May 7, 1902. Together they had four daughters. They were: Mildred married to Lee Cezeaux, Gladys married to Donald Christi, Margaret Ann married to Lloyd Martin, and Bratrice married to John B. Ferguson.
