Thomas was a Mason and a member of the Knights of Pythias. He was a Justice of the Peace in Rockwall County, Texas. He constructed the "Bailey Hotel" in 1887 which burned down in 1903. It was located on the North West corner of Washington Street and Goliad Street in downtown Rockwall, Texas.
The name of his first wife may have been "Hittie Squires" (unverified). He and his first wife were the parents of John Titus, Morris Scott, Gay D., Perry and another daughter who was born about 1885. They moved to Texas around 1877. The name of his second wife was Dolly, and they married around 1893. It is possible that he was the son of Morris Bailey and Salina Tutt.
