Vicar Procurator of the Syrian Catholic Patriarchate in Rome, Apostolic Visitor of the Syrian faithful for Western Europe and Archbishop of the Titular See of Tagritum, Monsignor Jules Mikhael Al-Jamil was born in Karakosche, Archeparchy of Mosul, Iraq, on November 18, 1938, and was ordained to the priesthood at 25 years of age on June 7, 1964.

After rendering services in Mosul, Al-Jamil moved to Lebanon as Secretary of the Syro-Catholic Patriarchate and Patriarchal Vicar of Beirut. At 47 years of age, he was appointed Auxiliary for the Syrian Patriarchate of Antiochia by Pope John Paul II, receiving his episcopal consecration with the Titular See of Tagritum on November 9, 1986 from Patriarch Ignace Antoine II Hayek assisted by Archbishop Denys Philippe Beilouné and Bishop Denys Raboula Antoine Beylouni.

Founding the Syriac Centre for Research and Studies in 1984, he was appointed member of the Preparatory Committee for the Synod of Lebanon in 1992. Moving to Rome, Italy, in 1996 as Vicar Procurator of the Syrian Catholic Patriarchate, the following year he was appointed rector of the church of Santa Maria della Concezione in Campo Marzio. In 2002 he was named Apostolic Visitor of the Syrian faithful in Western Europe. Al-Jamil graduated in philosophy and psychology from the Catholic University of France in 1974 and received a doctorate from the Pontifical Lateran University of Rome in 1990. The city council of Atri awarded him an honorary citizenship on November 29, 2008, while Pope Benedict XVI appointed him member of the Congregation for the Causes of Saints on October 27, 2012. One of the few people in the world able to speak and write in Aramaic, he made his last public appearance at St. Peter's Patriarchal Vatican Basilica for the consistory of six new cardinals on November 24, 2012.

Five days later, Archbishop Al-Jamil was recovered in a serious condition at the Fatebenefratelli Hospital in Rome after suffering a cerebral hemorrhage. He passed away on Monday, December 3, at 6 am., aged 74.
