Arthur was born in Kamenets-Podolsk in the western Ukraine, the son of Israel Babich and Esther Hahn.
He came from a wealthy family that had tobacco fields. He was a scholar and a musician and received a medal from the Czar for his scholarship. He deserted the Russian army at age 17 and came to the US with other men.
He sponsored (or helped sneak) his parents out of Russia and they lived in Minneapolis.
He married 1st to Diana Kernitsky. They had a son, Herman Charles Babich (1912-1994).
He married 2nd about 1921 to Loretta Given.
They are listed in the 1930 census of Lincoln, Nebraska. He was a vaudeville orchestra conductor and she was a public school teacher. They had 2 daughters, Frances M. Keith (1924-2007) and Alene M. Smith (1926-2013).
In the 1950's he was conductor of the Los Angeles Municipal Symphonic Band, the American Legion Band, and the Glendale Police Boys' Band.
He was elected to membership in the American Bandmasters Association in 1952.
