Franklin was the son of Joshua Crosby Ashley (b.1818) and Eliza Smith (b.1814) found in the 1860 and 1870 census of Deerfield Township, Chickasaw County, Iowa.
He married on December 18, 1876, Charles City, Iowa, to Martha Viola Beard.
They appear in the 1880 through 1910 census of Deerfield Township, Chickasaw County, Iowa. He was a farmer.
