Born in Roper, North Carolina. He was the oldest child of Robert H Oliver Sr. (1900-1987) and Maggie E Cooper (1900-1991).

Married Helen Eva Louise Weisgerber on June 10, 1943 in Brisbane, Australia. Their children include Henry Oliver, Laura Oliver, Charles Hilton Oliver (1947-2003) and Karl Oliver. Helen died in 1974 and is buried in Brisbane, Queensland, Australia.

In addition to his stepson Richard Beals, he had another son Douglas Edgar Oliver (b. 1955) by his second wife Norma Louise Furber Oliver (1922-1978). They were married about 1952. Norma died December 1978 and is buried in Eternal Hills Cemetery in Klamath Falls, Oregon.

Henry's siblings include Robert Oliver (born 1923), Agnes McNeill (born 1925) and Durwood Oliver.

Maternal grandparents were Marion Columbus Cooper (1863-1950) and Laura Lee Cooper (1871-1932). Paternal grandparents were Charles Henry Oliver (1875-1965) and Eva Bell Ambrose Oliver (1877-1931).

He was a veteran of World War II and the Korean War and served in the U.S. Navy from 1936-1955. He died in Salem, Oregon at age 74.
