William Franklin was the second son of two born to Joseph Gerald and Tabitha Adams. He also had two half siblings, one step sister and one one step brother.

He married Mary Ella Noble on 20 June 1867 in Clinton, Kennebec, Maine. They had six known children, five sons and one daughter.

William enlisted in the United States Union Army for the Civil War on 25 August 1862 in the 19th Maine Infantry Regiment, Company H and was mustered out with an honorable discharge on 9 February 1865 due to war wounds. He was wounded in action on 3 July 1863 in the Battle of Gettysburg in Pennsylvania, on 14 October 1863 during the Battle of Bristoe Station, Prince William, Virginia and on 27 November 1864 during the Seige of Petersburg, Independent Cities, Virginia.

After he was discharged from the Union Army, he married and settled in Clinton, Kennebec, Maine, where despite his war wounds, he became a very productive farmer.

He was an active veteran of the Civil War.
