Leighton is the son of John Ballenger and Ann Barton. He was born in the Glassy Mountain section of Greenville county. He is a brother to David Ballenger, Rufus Mills Ballenger, Malcolm Ballenger, Francis Leaborn Ballenger, Millard Payton Ballenger and Annie Latna Ballenger. He is a half brother (through his father's second marriage) to Sallie Ballenger and Ola Ballenger, daughters of Hattie White.

Leighton married Kindness Ida Center. They are the parents of Elizabeth Anne "Bessie" Ballenger King, Jessie Jane Ballenger Bowen Goodman, John James "Jim" Ballenger, Masilda Essie Ballenger Coln Biggers, Texas Tessie Ballenger, Cordie Lillian Ballenger Williams, Zebulan Vance Ballenger, Horace Edward Ballenger, Rufus Rex Ballenger, Sarah "Sallie" Ophelia Ballenger DeYoung, Edna Cue Ballenger Henderson Hawkins and Joseph Leighton Ballenger, Jr.

Leighton served as Magistrate of Highland Township for two years, mill Magistrate at Brandon for two years and then as Magistrate of the City of Greenville for about ten years. He died while on duty as a guard at the local prison camp.
