Clarence was born to parents Joseph Westwood and Hannah Rocella Bissitt. He was a miner, laborer and farmer. He married Mary Carol Beiser and they had nine children. He later married Frances Rice Jackson. He served in WWI as part of Company D 340th Field Artillery.
