Elbert was the only son of three children born to Henry Othel Bragg and Lovey Kirby. He was the middle child. He is named for his maternal grandfather Elbert Simon Kirby. The Henry is either for his father or paternal grandfather John Henry Bragg. Elbert and his first wife Judy had three children: John Henry Bragg, Clint Bragg and Tara Kay Bragg.
