Raised in Lometa, Lampasas Co., Texas. Attended 1-12th grade at Lometa Schools, graduating as Valedictorian, class of 1967. Attended Abilene Christian College, Abilene, Tx. for 2 years, then graduated with a B.A. in Education from University of Texas at Austin, Texas.

Troy LYNN served in the Marine Corps from 1971 to 1981, attaining the rank of Captain. Lynn resigned from the Marine Corps to join the Alaska Department of Public Safety as a Trouper and member of the special emergency reaction team.

Trooper Troy Lynn Duncan was a law officer, a State Trooper for the State of Alaska. Trooper Duncan was shot and killed as he and other members of his SERT team searched for a serial killer who had killed more than 12 people. Spotters in a fixed-wing airplane had spotted the suspect in a wooded area and two helicopters carrying SERT members were dispatched to the scene. As the helicopter carrying Trooper Duncan hovered approximately 15 feet above the ground, the suspect moved to within 50 feet of the aircraft and opened fire, striking Trouper Duncan in the neck.

Fellow officers returned fire with an AR-15, fatally wounding the suspect. Trooper Duncan was flown to a local hospital where he was prounced dead. Trooper Duncan was flown to Texas after a memorial service for him in Fairbanks, Alaska. His body was accompanied by his wife and two Alaska State Troopers. Services in Texas were held in the Church of Christ in Lometa, Texas, and conducted by Jack H. Kirby a cousin of Troy's. Troy was buried beside his mother, Ann Kirby Duncan at Senterfitt Cemetary, West of Lometa, Texas. Trooper Duncan was killed outside of Manley Hot Springs, Alaska. He was living in North Star, Alaska, at the time.

He is survived by his wife. Judy, his father, Troy Elvis Duncan, his two children, Jeffrey and Tracey children by his first wife, Sharon, a sister, Vicki Ann Duncan McLean, and brother Keith Duncan.
