Born in Chester County, PA, he moved to Maryland at an early age, and always spoke of himself as a Baltimorean. By age 25 he had built and was operating a dredging machine in Baltimore Harbor. In 1827 he moved south to build a dredge for the federal government at Mobile and for the rest of his life lived in AL, MS, or LA. He became "one of the best practical hydraulic engineers in the country".
He built the New Orleans and Lake Pontchartrain Railroad and was its first superintendent. He invented the first elevated railroad platforms.
On July 4, 1838, using his own funds, he began work on a channel to connect Mobile Bay and the Mississippi Sound. In 1839 by Act of the Alabama Legislature, he was authorized to cut the channel and to charge all vessels using it a toll. After the construction of Grant's Pass, he became interested in shipping between New Orleans and Mobile. With 5 others the N.O. and Mobile Steam Mail Line was created and operated the steamers Cuba, Florida, Oregon, California, Alabama and Creole. For several years, he commanded the Florida. In 1858 he began to operate a line of small boats on Lake Ponchartrain. These boats were seized and used as Confederate gunboats during the Civil War. During the War he lived in Covington LA, but was a strong Union man. After the War he moved to Mobile and in 1865 was elected to the Alabama Legislature. He was also in the MS and LA Legislatures.
At his death he left behind four children, twenty-nine grandchildren, and seventy-eight great grandchildren, or 111 living descendants.
