Tipper, 42, of New Llano, Louisiana were Sunday, August 19, 2012, at the First United Pentecostal Church in Leesville, LA, Bro. Steven Netherland, Bro. Gary Bankson and Bro. Mark Christian officiated. Burial followed in the Canaan Cemetery. Honor Guard was provided by the DeRidder City Police Honor Guard.
James was a fourteen year veteran Rosepine Police officer who passed away Thursday, August 16th, from injuries received in an auto accident in Rosepine.
Mr. Tipper is survived by his wife of New Llano, LA, son of New Llano and fiancee; daughter of New Llano; his mother of Anacoco, LA; one sister of Anacoco, LA; a nephew, niece; two step sisters both of Anacoco; two step nieces and two nephews. He was looking forward to the birth of his granddaughter.

Rosepine Police Officer killed in off-duty crash
An officer with the Rosepine Police Department was killed Thursday morning after being involved in a two-vehicle accident near Leach Road in Vernon Parish.
An officer with the Rosepine Police Department was killed Thursday morning after being involved in a two-vehicle accident near Leach Road in Vernon Parish.
James E. Tipper, 42, of New Llano, passed away at Rapides Regional Medical Center in Alexandria as a result of injuries suffered in the accident, which occurred at approximately 7:40 a.m. Thursday. Tipper was not on duty when the accident occurred, according to officials.
"It's an extremely sad day here," Rosepine Mayor Donna Duvall said. "We have lost a good friend, and a great officer."
The Louisiana State Police report that Tipper was driving a 1985 AMC Jeep on U.S. 171 South and was preparing to make a right-hand turn onto Leach Road when Jeffrey C. Townsend, 27, of Ormond Beach, Fla. who was also traveling on U.S. 171 South, collided with Tipper's vehicle. After the collision, Tipper's vehicle overturned several times.
Townsend was not wearing his seatbelt, but was not injured. Tipper was not wearing his seatbelt and was ejected from his vehicle.
Townsend was also issued a citation for following too closely, and state police report that the crash is still under investigation. There was no word Thursday whether additional charges would be filed against Townsend.
