Mr. Biggs was an elder for the Primitive Baptsit Church, a WWI vet, and a chaplain for the DAV. He was the son of Joseph Franklin and Levenia Palmer Biggs. He married Minnie Lee Atwood Biggs on June 7, 1919. They had one daughter Florence Lavenia Biggs and five sons (Ramer Lee Jr.; Joseph Franklin, Gion Quincy, Kenneth Atwood, and Lytle Wyatt).
