Professor/Public Servant. Professor at the University of Colorado at Denver Graduate School of Public Affairs. Prior to his academic career, he was with the United States Deparment of Housing and Urban Development. Among his publications are: Discrimination, Segregation and Minority Housing Conditions in Sunbelt Cities: A Study of Denver, Houston, and Phoenix (1983, co-author); The Future of National Urban Policy (1990, co-author with Marshall Kaplan); Implications of Future Demographic and Economic Trends for the Old Age Pension Program (1997); Intrametropolitan Industrial Location: The Pattern and Process of Change (1975, co-author); Old Age Pension Program (1977,, co-author); and, The Regional and Urban Impacts of the Administration's Budget and Tax Proposals: A Study (1981). Awarded the University Medal, the University of Colorado's highest honor, at the Spring 2003 Commencement. Professor James took a special interest in the homeless and society's less fortunate citizens. The Franklin James Memorial Lecture at the School of Public Affairs, University of Colorado Denver, provides a forum where practitioners, academics and students together learn about and discuss issues of pressing social interest where well-crafted public policy can make a difference.
