Francis enlisted in the Union Army on January 14, 1862. He served with the 15th Battery Indiana Light Artillery known as Harvey's Battery under the command of Alonzo D. Harvey. By Special Order No. 167 dated 21 July 1886, Hook's discharge was amended to take effect March 19, 1865. He was mustered out and honorably discharged as 2d Lt. on June 3, 1865. His unit was mustered out on July 5, 1865.
Francis attended the Indiana Medical College and graduated in 1871. Indiana Medical College, through several incorporations, became part of Purdue University.
Francis was elected to the Common Council for Indianapolis for the Regular Session beginning May 11, 1874 on the Republican ticket; he was a holdover at the new session of the Council which began on May 10, 1875. He did not run for the Common Council in 1876 because of declining health brought on by severe bronchitis contacted because of the severe conditions his unit suffered during the Siege of Knoxville in November 17 to December 5, 1863.
Francis became a charter member of the New Palestine Masonic Lodge No. 404 in 1869 and served as First Worshipful Master of that Lodge from 1869 to 1870. Francis died on October 14, 1878 at the age of 37 years.
