United States Army Quartermaster General. He graduated from West Point in 1895 and was assigned to the Infantry. During the Spanish-American War, he served in Cuba and was awarded a Silver Star for gallantry in action against Spanish Forces at Santiago, on July 1, 1898. Promoted to Captain in 1901, he served in the Commissary Department from 1905 to 1909, with the 6th Infantry and promoted Major in 1916. In WW I, with the 16th Infantry, in Europe, he was made Adjutant of the Service of Supply and earned the Distinguished Service Medal. After the war, he was promoted Colonel and transferred to the Quartermaster Corps in 1920. In 1929 he was appointed Assistant to The Quartermaster General at the rank of Brigadier General and in 1933, he became the head of the Construction Division of the 3rd Corps Area at Baltimore, Maryland. On March 13, 1934, President Roosevelt elected him the 29th Quartermaster General with the rank of Major General.
