Veracruz Occupation Medal of Honor Recipient. He was issued the award on March 4, 1916 for his actions as a captain with the 17th Company, 2nd Advanced Base Regiment, US Marine Corps, on April 21-22, 1914, at the Battle of Veracruz, Mexico, that began the seven month US occupation of Veracruz in response to the Tampico Affair. He received an appointment to the US Military Academy at West Point, New York in 1899 but left two years later and joined the US Marine Corps with a commission as a 2nd lieutenant in March 1900. From 1903 until 1905, he served with the Marine expeditionary battalion aboard the USS Panther and at Camp Roosevelt, Culebra, Puerto Rico, and served as a Marine commander at Dry Tortugas, Florida.

From 1906 until 1908 he was assigned to the Philippines during the Philippine Insurrection and for the next five years he served as the Post Quartermaster for Marine Barracks, School of Application in Annapolis, Maryland, and commanded Marine Detachments aboard the battleships USS Louisiana (BB19), USS Louisiana (BB-19), USS New Hampshire (BB-25), and USS Alabama (BB-8). In April 1914 he was deployed to Veracruz, Mexico as part of the relief expedition for which he was awarded the Medal of Honor. He remained in US Marine Corps and retired in 1934 with 34 years of continuous military service. In February 1942 he was promoted to the rank of brigadier general on the retired list. He died at the age of 84. His Medal of Honor citation reads: "For distinguished conduct in battle, engagements of Vera Cruz, 21-22 April 1914. In both days' fighting at the head of his company, Capt. Fryer was eminent and conspicuous in his conduct, leading his men with skill and courage."
