Howell's information about his parents and siblings are unknown.

In 1684 on the Bristol, Howell and his family left Pontmoil, Wales for Radnor Pennsylvania. Note, the family had received a certificate of removal from the quarterly meeting held at Pontymoil, in central Monmouthshire, Wales, on 2 July 1684.

He was married 3 times and was a lifelong member of the Society of Friends.

Before 1670 he married Elizabeth probably in England. The couple had 7 children:

Howell's wife Elizabeth died in 1677.

His second marriage was to the widow Magdalen Kinsey on 20 Nov 1690 as noted in the Radnor MM, Chester Co, PA. He and Magdalen had a daughter Mary b. Feb 1695.

Howell's third marriage was to Phebe Evans (also shown a Phebe Moore) on 17 Feb 1715 in the Radnor Meeting House. (No children of this marriage)

Howell James is shown as owning various properties first in Chester County, PA and later in New Castle County, Delaware from 1685 to 1715. Records show Howell as a yoeman [farmer].

On 17 Aug 1717 William wrote his will. On 1 Oct 1717 in New Castle County Delaware the will was proven.

A record has not been found to show where Howell was buried. His 1690 and 1715 marriages were both in the Radnor meeting house so it is possible Howell was buried here in 1717 when he died.

Note, the Gwenlin James who was buried here in 1686 was not a wife of this Howell James.
