William was a son of Charles Wesley Randall and Elizabeth Ann (Ruggles), he came at an early age to reside in Southbury and afterward in Huntington, CT. William had one sister, Grace Elizabeth Randall Sperry who remained very close to him and lived just down the street from him all of their adult lives.
He received his preparatory education in the public schools of that town and those of Derby, CT.

Graduated from the scientifict department at Yale in 1883, stayed on for 1 more year (medical) and later completed his professional course in the College of Physicians & Surgeons, Columbia College, N.Y. graduating in 1885. He was also connected with the Manhattan Eye & Ear Infirmary of N.Y. City.
He married Hattie Lacey Beers on Sept. 7, 1887.
During the earlier years of his practice he resided in Derby, but in 1891 purchased the Ruggles homestead in Shelton, took up his residence in that borough where he maintained 2 offices, one in Derby the other in Shelton. Many insurance companies and organizations had chosen him as medical examiner.
Though not a politician, in the sense of an office-seeker, Dr. Randall's political friends wisely recognized in him a strong leader and whenever nominated to any office by the Democratic Party, he always received the the hearty support ofhis fellow citzens.
He was also a member of King Hiram Lodge and many of the higher Masonic bodies. He was director of the Plumb Memorial Library and a suporter of the Church of the Good Shepard. He had 2 children, Helen Starr Randall Williams and Harold Beers Randall. He died while on the telephone at his desk, of a heart attack.
His cousin's were the famous actor Charlie Ruggles and the famous director Wesley Ruggles who directed Mae West. (note that Charlie and Wesley's names are the same as William's father, Charles Wesley. All three were named after there family predecessors).
