Joseph LUNS was born August 28th.- 1911 in ROTTERDAM-HOLLAND,one of Six Children of a French-born Painter and Museum Director.

When He was 7 Years old the Family moved to AMSTERDAM where He attended the Roman Catholic St.Ignatius College before going on to the Institut St.LOUIS in BRUSSELS (BELGIUM).

Aged 20 He spend a Year (1931) as a Ordinary Signalman in the Royal Netherlands Navy.-(Holland or Dutch is the same name).

He took His degree in Law from the Universities of LEIDEN and AMSTERDAM (HOLLAND) in 1937 and in 1938 He travelled to ENGLAND where He took a course in Political Economy at the LONDON School of Economics,then continued His studies at the GERMAN Institute for Foreigners at the University of BERLIN.

In 1938 He joined the DUTCH Diplomatic Corps as an Attache at the Ministry of Foreign Affairs in The HAGUE(HOLLAND).

He married in 1939 Baroness Elisabeth Cornelia van HEEMSTRA,by whom He had a Son named Hubert and a Daughter named Cornelia Sophie.

The same Year (1939) He was transferred to the Dutch Legation at BERNE (Switzerland)where He was serving when the Germans occupied His Homecountry HOLLAND,later that Year,the Dutch Goverment-in-exile,then based in LONDON,send Him to the Legation in LISBON-(Portugal),where He was promoted Second Secretary.

Called to LONDEN (ENGLAND) in 1943,He served on the Staff of the Goverment-in-exile Ministry and in 1944 was advanced to the rank of First Secretary at the DUTCH Embassy in LONDON, a post He held until 1949.

From 1949 to 1952 He was a Member of the DUTCH Permanent Delegation to the United Nations in NEW YORK.

In the 1952 DUTCH General Election,the Labour party and the Catholic's People Party.to which Dr.Luns belonged,won a equal number of seats in the DUTCH States General and dr.Luns was appointed Minister without Portofolio in a Coalition Cabinet under Minister-President Willem DREES.
In effect He became Joint MINISTER of Foreign Affairs with Mr.J.W.BEYEN,responsible for International Affairs outside of EUROPE,including the UNITED NATIONS and for the Customs Union of BENELUX.(BELGIUM-NETHERLANDS-LUXEMBOURG).

Dr.Luns was Elected to the Lower Chamber of the Dutch States General in 1956,but surrended His Seat when Mr.DREES appointed Him Minister for Foreign Affairs later that Year.In 1957 He joined the Foreign Ministers of West Germany,France,Italy,Belgium and Luxembourg in Signing the Treaty of ROME.

Dr.Luns was appointed SECRETARY-GENERAL of NATO in October 1971 and was succeeded by Lord CARRINGTON in May 1984.

Dr.Luns was the recipient of many Honours,among them 52 GRAND CROSSES,including an Honorary BRITISH Grand Cross of
St.Michael and St.George.Appointed Honorary Companion of Honour in 1971.

Dr.Luns who was a fudamentally Conservative Man,who had little time for Liberals. He retired May 1984.

Dr.Luns was a gracious,elegant Man with old-fashioned,courtly manners,He enjoyed Swimming,collecting Stamps and Walking.

He published several articles about the Royal DUTCH Navy.

In the Year 1997 He suffered a stroke and had required close Medical attention during the 5 years He lived in BRUSSELS-BELGIUM, where He died, July 17th.- 2002.

Dr.Luns is buried in HAGUE-HOLLAND in the family grave where also his wife rests.

Rest in Peace Dr.Luns, you are not forgotten.
