| Birth: | Oct. 19, 1906 Cologne Nordrhein-Westfalen, Germany | | Death: | Oct. 23, 1987 Cologne Nordrhein-Westfalen, Germany |  Mayor of Cologne 1956-1973. He was a member of the SPD (Social Democratic Party) in his youth until the party was outlawed by the Third Reich in 1933. This cost him a regular job, so he worked at various odd jobs until the war broke out, whereupon he was part of an air raid brigade. In 1946 he was elected to the Cologne City Council, and became Mayor of Cologne in 1956. He was also a member of the Nordrhein-Westfalen State Parliament from 1954 to 1966. He was considered by many in Cologne to be one of the most popular mayors in the city's history. During his time in office, the Severin and Zoo bridges were built, and new buildings for the city opera, sports college, and Wallraf-Richartz Museum were constructed. The Cologne City Hall was also rebuilt after its destruction in World War II. After his retirement in 1973, he was declared an Honorary Citizen of Cologne and was awarded an honorary doctorate from the University of Cologne.
