St. Louis brothel operator. In 1870 the city passed an ordinance legalizing prostitution and requiring the registration of prostitutes, granting those who registered quasi-legal status. When the census taker came to her establishment that year, Allen made no secret of her business and was duly recorded on the rolls as a "bawdy house" keeper. Listed in residence with her were six women described at "inmates," all in their twenties, and three others employed as domestic servants.
