Bill was born In Sulphur Springs, Hopkins, Texas to Arbie Baxley and Minnie McIntire Baxley. He met and married Anita Elaine Suchma July 28, 1945 for 44 loving years.
A lifelong Texan, Bill and Anita raised their family in Brazoria County communities. As empty nesters, they finally moved to their weekend home in Sunrise Beach in 1977 and partnered with Barney Porter to build area homes. He retired from Dow Chemical Co (sheet metal), but was a self-taught carpenter, having built almost all of the homes he and Anita lived in, including homes for his children.
Bill is survived by wife Anita, sons David Riley (Anita) and William Bruce (Cheryl) Baxley, and daughter Dana E Baxley, sister Essie D Provence, his seven grandchildren Krista Anderson, Eric Traugott, Betsy Dement, Stacy Svegliato, Angela Stewart and Karma Baxley and numerous great-grandchildren. He was predeceased by a grand-daughter Donna Traugott
