Balford Henry Stephens, better known as "Steve" or "Junior", was born on Jan. 5, 1930 on Tennessee Ridge near Parksville, Boyle Co., Kentucky. He was the son of Balford Henry Stephens Sr (1898-1964) and Margaret Leona Wilson (1907-1954). Named after his father. Steve's parents are buried in Wilson Cemetery #4 in the valley behind and below where the 200 acre family farm was located (Tennessee Ridge).

Steve's father, Balford Sr., was born near West Pine Knot in Whitley Co., KY. In1912, the area he was born in became part of newly created McCreary County. Balford Sr. was the son of William Whitmill Stephens (1869-1956) and Sarah Jane Wilson (1973-1937). About the same year (1912) William moved his family from McCreary Co., KY to Parksville, Boyle Co., KY. They settled on Tennessee Ridge where they cleared the land and had a productive family farm for many years.

Steve's mother, Margaret, was born near Strunk, McCreary Co. (then part of Whitley Co.), KY. She was the daughter of Elihu Wilson (1861-1931) and Malinda "Farmer" Waters (1882-1907). She and her twin brother, Maynard Sidney Wilson (1907-1980), were taken in at the age of two and raised by Jeptha "Jep" Spradlin (1874-1946) and Delilah Jane "Lila" King (1874-1949). About 1919, Jeptha moved his family to Tennessee Ridge in Boyle County. Margaret and her future husband, Balford Stephens, lived near each other on Tennessee Ridge in Boyle County. They married in 1922 in Scott Co., Tennessee.

Steve joined the Navy in 1948 and served until 1951. He was a member of the Naval Reserve during the years 1951-53. He was very proud of serving his county as a member of the US Navy.

Steve was married three times, each marriage ending in divorce. In his own words he said "I was not a very good husband". His first wife, who he married about 1951 in Hartford, Hartford Co., Connecticut, was Rita F. Brissom (1933- ). She was the daughter of Joseph L. Brisson (1908-1978) and Grace Amma "Gracie" Lovoie (1906-1978). His second wife was Mabel Dean Aldridge (1930-2021 ) and his third wife, Anna Mae Brown (1936- ).

In his younger days Steve would have been considered a likeable "hellion". He liked the "eat, drink and be merry for tomorrow you may die" lifestyle. That is, prior to 1997. That was the year that, at the age of 67, Steve accepted Jesus Christ as his Lord and Savior.
Steve's life and personality completely changed.

Always likeable, Steve became a new person. In his own words "When I got saved I quit smoking, drinking, staying out all night, chasing women and just plain acting like a fool." He became an active and faithful member of the Henry Christian Church where according to his pastor (at Steve's funeral) he became "the church's official greeter and hugger".

Steve lived the last few years of his life in the Crestview Nursing Home located in Shelbyville, Shelby Co., KY were he was one of the home's more popular residents. However, he greatly missed being able to attend his church in Henry County.

He died on Mar. 1, 2013 in Shelbyville at the age of 83. Originally, Balford was to be buried in the Wilson Cemetery (#4) near Parksville in Boyle Co., KY, where his parents and grandparents are buried. However, it was decided that he should be buried in the Eminence Cemetery located in Eminence, Henry Co., KY where he had lived prior to entering the local nursing home and then switching to Shelbyville. His burial site in Eminence is not far from the church that he loved to attend.
