James Mulligan, Jr. was born in Haywood County, Tennessee in 1865 to James Mulligan and Sarah L. Aiken, both Irish immigrants.
His parents entered the United States in New York City. James Mulligan, Sr., his father, arrived in the U.S. in 1851 and had moved to Haywood County, Tennessee by 1860, where he was still single, boarding with a widowed seamstress there, and working as a laborer. He married Sarah L. Aiken there about 1864 and they had James Mulligan, Jr., in 1865. After James' father died between 1870 and 1880, James and his mother lived with her relatives and James worked to support them.
At age 30 in 1895, James married Edith Jane Faires, a local girl whose parents were Eli Faires and Elizabeth Frances Gragson. The couple remained in Haywood County the rest of their lives and became the parents of four daughters and three sons.
James died in 1929 and was buried in Chestnut Grove Cemetery.
