Bill was born on December 25, 1937, in Jay County, Indiana, the son of John Frederick and Mildred (Houser) Boughman. He graduated from Portland High School in 1956. He was a veteran of the U.S. Navy and retired from the Portland Forge in 2000. Bill was a member of the New Beginnings Holiness Church (formerly Blaine United Methodist Church) in rural Portland, Indiana. He was a member of the DeMolay from 1954-1956, the Portland Moose Lodge of Portland for over 50 years, the Masonic Lodge of Portland, the Shrine Band in 1984 and the Jay County Wayfarer. He was also a member of the Brass Image Band for 13 years and the American Legion Comets Drum and Bugle Corp. from 1958 to 1963. He married Carolyn Sue Cottingham on February 23, 1962.

Visitation will be held on Sunday from 2-5 p.m. at the Williamson and Spencer Funeral Home in Portland. A Masonic service will be held at 5 p.m. on Sunday at the funeral home.
Funeral services will be held on Monday at 11:30 a.m. in the Williamson and Spencer Funeral Home in Portland. Pastor Randy Smith will officiate and burial will follow in the Green Park Cemetery in Portland. Military graveside rites will be conducted by the American Legion Post #211 of Portland.
Memorials may be directed towards New Beginnings Holiness Church Memorial Fund. Envelopes are available at the funeral home.
