Crime victim. Randy Scott and a friend were on a motorcycle tour of South Dakota when he was hit and killed by a car driven by South Dakota Congressman William Janklow. The Congressman, who has a long record of receiving speeding tickets, was believed to have been speeding and to have ran through a stop sign at the time of the accident. On August 29, 2003, he was charged with second degree manslaughter.
