Keeper of Libby Prison. He was singled out by U.S. secretary of war Edwin M. Stanton, in November 1865, for investigation into the criminal treatment of prisoners. Second in command at Libby was Dick Turner. He quickly attracted the hatred of the prisoners because of his haste in using physical punishment. Libby survived the conflagration of Richmond. It came into Union control. Turner was captured and confined at his own prison for a short time, but escaped. He was caught later and held at the State penitentiary in Richmond, being paroled in June 1866.
