He resided in Mississippi County, Arkansas prior to the war.

He enlisted in the Army Air Corps on November 6, 1942 in Little Rock, Arkansas. He was noted, at the time of his enlistment, as being employed as a Farmer and also as Single, without dependents.

Howard was "Killed In Action" when his B-17 was attacked by German Aircraft and crashed near Martinsbuettel, five miles west of Fallersleben, Germany during the war.

He was awarded the Purple Heart.
