Frank was the son of Frederick Home Hack and Nannie Newcomer. His paternal grandparents were Frederick A. Hack and Anna M. Rieman. His maternal grandparents were Benjamin Franklin Newcomer and Amelia Louisa Ehlen.

In 1900 Frank was living with his parents in Baltimore. In 1910, Frank was living with his parents on 1211 St. Paul Street, in Baltimore. In 1920, he is living with his brother Waldo, in Baltimore. Waldo and Frank were manufactures of fertilizer. Frank was a graduate at Johns Hopkins University, class of 1908.

In 1917 Frank registered for the draft. He indicated that he was blind in one eye and nearsighted. In 1942 Frank registered for the draft. He gave his address as 801 South Washington Street, Winchester, Virginia. For reference he gave Mrs. Lucy Hack, Winchester, Virginia. Frank indicated that he was retired. Frank Newcomer Hack was the Secretary - Treasurer of the Standard Guano Company , Continental Trust Building, in Baltimore. Frank married Lucy Marshall Willis in about 1926. She was born on 26 March 1886 in Winchester, Virginia and died in August of 1972. She last resided in Winchester.
