Charles Phelps was born January 11, 1917 in Kentucky, the fifth of six children born to Adolphus Lonzo "D" and Laura (Webb) Phelps. He was born in Van Lear, Kentucky. The family stayed in Kentucky until 1921 when they relocated to Elk City, OK.

At his birth Adolphus and Laura named their 5th child Adolphus Lonzo D Phelps Jr. But Junior never liked his name. He eventually had his name legally changed to Charles D Phelps. His nieces and nephews have always referred to him as "Uncle Junior" or "Uncle Charlie." No one knows why he chose the name Charles, because there was already a Charles in the family; his oldest sibling was Charles Heber Phelps.

As the world was gearing up for World War II, Charlie moved to Richmond, CA. He went to work for Kaiser Shipyard. Two of his older siblings, Herman and Daisy, were in California as well. The three of them worked together at Kaiser, building ships for the war.

Charlie eventually returned home to Elk City, OK.
