Charles was the son of Levi Woodson Fisher and Mary Elizabeth Hatfield Fisher. He settled in the Victoria area after moving to Texas with his father from Colorado. While serving in the U. S. Navy during WWII he married a lady, whose name is unknown, in England. They had no children. She was later killed in London during a German air raid. After the war, Charles returned to Pasadena where he worked as a sign painter. He never remarried.
