Presidential Cabinet Secretary. He served as the first United States Secretary of the Navy, being appointed by President John Adams in May 1798. He oversaw the beginnings of the modern United States Navy and the construction of the Navy's first six 44-gun frigates "USS Constitution", "USS Congress", "USS President", "USS Constellation", "USS Chesapeake" and "USS United States". During his term of service, which lasted from June 18, 1798 to March 31, 1801, the Navy was embroiled with an undeclared conflict with France that became known as the Quasi-War.
