Social Reformer, Judge, Author. Founder of the American Juvenile Justice System. As Judge for Denver’s Juvenile Court from 1901 to 1927, he court ordered rehabilitation for youth offenders, instead of prison. He utilized the School Law of 1899, which considered children who were truant as wards of the state, and was the first to adjudicate youth who committed criminal acts differently than adults. After battling against political corruption within Denver, he was disbarred and moved to California. He was elected to the Los Angeles Superior Court. He also championed child labor laws, women’s liberation, birth control, abortion rights, and trial marriage. A 1914 poll ranked him as one of the top 10 greatest living Americans. He authored many books including: The Beast, 1910; The Revolt of Modern Youth, 1926; The Companionate Marriage, 1927; and The Dangerous Life, 1931.
