Edgar was a retired U.S. Army Lt. Colonel and served during the Spanish American & World War I. He retired from the service on September 30, 1938.

     He was a member of the Rehoboth Beach Volunteer Fire Company, Rehoboth, Delaware.

     In 1951 Mr. Stayer was elected as the 26th President of the "Delaware Volunteer Firemen's Association" (DVFA).

     He also served as President of the Sussex County Firemen's Association. In 1946 he served as Mayor of Rehoboth Beach, Delaware.
