McKinley Lockey Jr. was born on August 17, 1939, in Philadelphia, PA where he spent his childhood years. In 1954, at the age of 16 and with his parents' consent McKinley joined the United States Navy, and began an exemplary and meritorious career.
During his enlistment in the United States Navy, McKinley served with superior performance in demanding billets in Heavy Mining Squadron 13, Helicopter Antisubmarine Squadrons ONE, FOUR, FIVE and SIX; Helicopter Light Attack Squadron THREE in the Republic of Vietnam (three tours); Air Antisubmarine Squadron THREE EIGHT; Attack Squadron ONE ZERO FIVE, and Helicopter Support Squadron FIVE.
McKinley served onboard many Naval ships and aircraft carriers on several deployments, including the USS ESSEX (CVS 9); USS WASP (CVS 18); USS RANDOLPH (CVS 16); USS LEXINGTON (CVS 19); USS LAKE CHAMPLAIN (CV 19); USS FORESTALL (CV 59); USS SARATOGA (CV 60); USS RANGER (CV 61); USS KITTY HAWK (CV 63); USS CONSTELLATION (CV 64); and the USS OKLAHOMA CITY (CLG 5).
While serving with distinction, McKinley's decorations included many awards: Air Medal with Gold Star (6 Awards), the Navy Commendation Medal with Combat "V" (two Awards); the Combat Action Ribbon, the Presidential Unit Citation with bronze star; the Navy Unit Citation; the Meritorious Unit Citation (two awards); the Navy Good Conduct Medal (six awards); the National Defense Service Medal (two awards); the Armed Forces Expeditionary Medal; the Vietnam Service Medal (nine campaign stars); the Vietnam Campaign Medal; the Humanitarian Service Medal; and the Sea Service Ribbon.
McKinley's last active duty was as Command Master Chief for Commander, Naval Air Force, U.S. Pacific Fleet until his retirement on 30 June 1981.
On January 4, 1982, McKinley commenced his career with the Federal Civil Service on the staff of the Naval Aviation Depot at North Island as a Logistics Management Specialist. On February 26, 1989, he returned to direct fleet support as a Logistician and Program Manager on the Staff of the Commander, Naval Air Force, U.S. Pacific Fleet (Code N42IG2), in support of several aircraft engine programs until his final call to Greater Duty in the service of our Lord on October 21, 1996.
The United States Navy and his friends and comrades aboard the Naval Air Force, U.S. Pacific Fleet Staff, deeply mourn the loss of this fine Sailor, shipmate and friend. He leaves behind a loving wife, Phyllis of San Diego, a devoted daughter, Jennifer, and a son-in-law, Saverio Deluca of Danville, Ca.
