Born in Ingré, in the Diocese of Orléans, France, he was educated at the Sulpician seminaries of Orléans and Bordeaux, before being ordained June 2, 1792, at Bordeaux. From 1792 to 1803, and again from 1812 to 1815, he engaged in extensive parish and seminary work in the Archdiocese of Baltimore. From 1803 to 1812 he engaged in similar work in his native France. Consecrated Third Archbishop of Baltimore, December 14, 1817.
