Victoria C. Pirtle was born circa 1869 to John Wesley Pirtle and Sarah A. Jane Lemmons and married on 19 July 1885 in Fannin Co., Texas to L. Frank Partain.
She was admitted to the Southwestern Insane Asylum in San Antonio, TX where she was listed as a patient on the 1900 Bexar Co., TX census. Her death certificate stated that she died there on 17 October 1909 of "pulmonary tuberculosis" and was buried in the state cemetery on 21 October 1909. She had been a patient there for 10 years.
Frank and Charlotte had 3 sons: Sidney Burleson, Bernard Newton, and John.
