Dr. Carter's parents were prominent Fauquier County landowners who owned Sudley near Marshall. His father was an early director of The Fauquier Bank, and his mother's Fleming family farm, northeast of The Plains, was a top dairy farm run by Richard Bland Lee Fleming. Miss Clarisa Fleming owned the farm, which is now known as Great Meadow.
Dr. Carter served as a flight surgeon in World War II and the Korean War. In 1954, he opened the Fort Defiance Medical Center with Dr. William Painter and practiced family medicine there with Dr. Painter and Dr. Michael Hanna until his retirement. He also founded the Carter-Coffman Tree Farm in Fort Defiance.
