Austin was born to Jim and Lilly Belle Austin. He graduated from Tishomingo High School, was drafted into military service and lived in Tulsa before returning to Tatums. He was a domestic worker and a Catholic. He and Myrtle Franklin were married July 10, 1978, at Gainesville, Texas. Survivors include five sons, four daughters, three brothers, three sisters, 33 grandchildren; 19 great-grandchildren; and a great-great-grandchild.
