Della was the daughter of Jeremiah Lowe and Ludie Womack Lowe. She was educated in the Houston County School System. She was a member of Sandbed Baptist Church in Kathleen, Georgia where she served as Vice President of the Missionary Board, Tresurer, Usher Board and Mother Of The Church. She was also a member of the Union Brothers And Sisters of Love Lodge #4.
She was married to Bowman Jackson.

2 Daughters-In-Law: Freddie Mae Jackson and Adell Lowe.
