He was born in Mineral Point which is now called Mineral City, Tuscarawas Co., Ohio to the parents Joseph Benjamin Franklin Barr and Mary Elizabeth [Heastand] Barr, Census records show he worked in a Steel Mill in 1920 and 1930 he worked for the Pennsylvania Railroad as a crossing guard and track walker, he worked at the railroad long enough to retire with a pension. He relocated many times but mainly his home location was Tuscarawas Co., Ohio and Florida. He married Ruth Frances Naylor 11 Feb. 1926 and they had a total of 5 children, one daughter Laura Eva did not survive her first month of life.
