Mr. Carter had held several public offices, having served as-city alderman for six terms; as a police justice; a member of the Town Board' and the Board of Health, and as a justice of peace for six years before this city was incorporated. 'For more than forty years, previous to an act of the Legislature, which required admission to the bar, Mr. Carter tried cases in local courts, particularly on occasions when a city attorney was unable to try them. Mr. Carter often in his reminis- censes used to characterize Olean as a "tough canal town" on the Genesee "Valley Canal in the early days and told how boatmen were wont to spend the winter months here. 'It was largely through. the efforts of the deceased octogenarian that 'many civic improvements were made in Boardmanville, including the first school to be established in that district.
