Phillip W. Barnes was born on July 17, 1858 in Springfield, Clark Co., Ohio. He was the son of Abraham Barnes (1831-1904) and Amanda Elizabeth Wolliston (1828-1875), the first of their three known children. He had two younger brothers, Otto H. Barnes (1860-1947) and Jay Judd Barnes (1870-1896).

His father Abraham was born in Victor, Ontario Co., New York. He was the son of Jotham Judd Barnes (1791-1863) and Lovina Bradley (1787-1858). Jotham was born in Farmington, Hartford Co., Connecticut, Laovina in New Haven, New Haven Co., Connecticut. Both of Abraham's parents died in Erie Co., Pennsylvania.

Philip's paternal great-grandparents were Silas Barnes (1760-1841) and Anna Judd (1763-1827). Both were born in Connecticut and both died in Massachusetts.

Phillip's mother Amanda was born in Springfield, Clark Co., Ohio. Her parents are currently unknown.

Phillip's parents married on Oct. 2, 1856 in Springfield, Clark Co., OH. They migrated to Lawrence Co., IL about 1852, when Phillip was six years of age. They lived the rest of their lives there and are buried in the Sumter Cemetery located in Summer, Lawrence Co., IL.

Phillip attended the common schools of Lawrence Co., IL. He graduated from Olney High School, located in the neighboring county of Richland, in 1879. After high school he studied law at Illinois Wesleyan University in Bloomington, IL and graduated on June 15, 1881.

He was admitted to the bar on Jan. 11, 1882 and began his practice in Lawrenceville, IL on Dec. 4 of that same year. Phillip, a Republican, was elected judge of the Lawrence County Court in 1883.

Phillip, who never married, lived and worked in Lawrenceville until his death on Apr. 29, 1929 at the age of 70. He was buried in the Lawrenceville City Cemetery. His brother Otto and Otto's wife, Mary (Fee) Barnes (1875-1945), are also buried in the Lawrenceville Cemetery.
